Also if they set the temperature to a fixed one and keep the controls out of reach, the employees would probably keep complaining all day. So, all companies crate this illusion where the controls of the office thermostats don’t actually work. They are fully automated and the controls are just props to placate the employees to make them think that they have control over the thermostat.
