3. Laws and Religious freedom by Genghis Khan
The Khan of all Khans, Genghis was the ruler of the largest empire this world had ever seen. He managed to conquer lands and empires by being a ruthless killer on the field and destroyed anyone who opposed him. However, he was also known for certain other things including the introduction of laws in his empire. He created a legal code that was strictly followed and even he himself was not above those laws. He also allowed religious freedom and let everyone practice their own religion in peace. Religious institutes were allowed tax exemptions as well.
